CALM is a non-profit, proactive, labor-management effort undertaken by the Knoxville Building and Construction Trades, and the Signatory Construction Contractors at Oak Ridge, along with interested construction management associations in the East Tennessee area.
CALM operations began in 1988 through a "start up" labor-management grant from the Federal Mediation and Conciliation Service. Since that time, the primary mission has been the implementation of an Apprenticeship Outreach Program to serve the organized construction industry. The Outreach Office recruits qualified female and/or minority applicants for possible referral for apprenticeship training in all fo the trades listed below.
These are career choice programs where craftsmanship training can provide the opportunity for meaningful and fulfilling employment.

The initial mission of CALM was later expanded to include activities to promote positive labor-management initiatives, and more particularly, but not limited to, development of increased construction employee apprenticeship training, advanced skill training, construction technical education, and safety education.
